I would like to know if anyone knows of a website that I can get on to fill out an application for the housing in Fargo, North Dakota? I am trying to help a good friend. Any help will be appreciated!

The Fargo Housing & Redevelopment Authority operates the public housing and rent subsidy programs.  

Normally, housing authorities do not offer on-line assistance to clients because the initial interview must be conducted in person.  You may have to visit them with your friend to accomplish what you want.
