I need advice regarding short term loans for surgical procedures.?

Question

I am having surgery out of province (Canada). The surgery will be paid for by the government but I have to pay up front and then the government will reimburse me. It is going to be at least 40,000 dollar and I don't have a snowballs chance in h**l of having that kind of cash. I know very little about loans though. The government will refund the money within 3 months. I don't have a lot of money to pay huge interest and fees. Can someone please give me some suggestions.
