  1. a paso doesn't perform a true rack so it's going to be hard to make him a country pleasure racking horse (also your horse is not a peruvian paso fino.. those are two different breeds. a peruvian paso and a paso fino). country pleasure horses should move out on a loose rein, be a "pleasure" to ride (meaning they're not pulling on the rider, kicking at other horses, spooking, etc.), they must also stand quietly in the line up, and back readily when asked (head tossing is a major penality!). racking horses have to show in a shanked bit (snaffles are not allowed. you might get by with a snaffle at a local show but gaited shows will penalize you). country pleasure horses have more leg action than trail pleasure horses. they need to break lever or slightly below level to stand a chance at placing high. country pleasure horses must show at the show walk (a collected, easy gait that's different that an actual walk), a slow rack, and a fast rack. also anything that states specifically country pleasure racking must show in western tack! (cavesons are not allowed on western bridles) anything that says open country pleasure can show in english or western tack. your horse will also have to go through DQP if your show has inspectors in order to show in racking classes. if you're not familiar with the different gaited divisions you probably need to start in the trail division, because these horses do not require any leg action or flashy style. here are two pictures of country pleasure horses i train that are placing on state and national levels

here are two trail racking horse that's also placing on the national level so you can see the difference in leg action
