I would highly recommend the Metro Central Library at Yonge & just north of Bloor, go to the Archives department and ask the staff there.  They would probably be the best place to look.  City Hall might not have it, or might not share it, or might give you a run-around.  Even IF the central library might not have it, they would have more time and understanding and may be of greater help directing you to find what you're looking for.  Other branches would be a waste of time.  Go to the Metro Central Library.  Yonge & Bloor.
