Over-the-counter collars and treatments are worthless. The best option is to start being responsible and keeping your cat indoors where it belongs. If you're not going to do that, then you need to take your cat to the vet for prescription treatment that will actually work.

Well, indoor cats don't usually have fleas or ticks, for reasons that I think should be obvious. As I said, you'll need to see a vet to get a treatment that will actually work. How is your cat getting fleas and ticks without going outdoors? Do you have dogs?
