I need help! What does PC-DVD mean?

I was looking at The Sims2 Stories for my laptop I don't know if it could go onto my laptop or not I need help. Please answer the question!

PC DVD means the digital versatile disk which could be played only in computers not in ordinary DVD players....

Seems like the one part of your question has been answered. For the rest of it: SIMS 2 is a very resource-hungry game and does not perform well on the average laptop. You do not state what your specs are on your laptop (Memory, processor, etc.) but like I said, it needs to be fairly high to run Sims 2 properly.
