Your main objective for getting fans is the rivalry. You must have at least 5 rivalries on-going to keep your show the best show/brand on the game. If the rivalry heats up to 7 weeks or up, you can make their next match a hardcore/backstage brawl match to make the star rating 4.5 or 5 that will give you more fans. It should work.
