Well one thing I know is that during the McCarthy era everyone was affraid of being labeled a communist and being blacklisted, especially in Hollywood. So everyone was affraid to make controversial movies about real life things, especially the government. So if you look at the vast majority of movies from this time (I believe it was the 50's and part of the 60's) are all happy and very non-controversial.
