I need help in setting up a remote surveillance over the internet.?

I'm lost in figuring out how to set my network settings so that I access my Skyview CCTV security cameras over the internet from a remote location.

You need to know what ports they operate on, and forward those ports in your router to your computer (on the end of the link the cameras are on).  If you're running a router and a routing modem it gets complicated - you can't forward through two routing devices.
