English to French phrase book, a journal to write her adventures in, a camera, a backpack/messenger bag, prepaid overseas phone card to call home with, travel power converter to use her hairdryer etc.

A good pair or walking or running shoes.  A casual, khaki jacket with lots of pockets for her to wear on her trip.  If she doesn't have one, a good guide book that she can use on her trip.

I agree with the traveler's checks idea.  Maybe you could get her a journal or some kind of photo book so that she can record everything that happens and keep up with the best memories of her trip. :)

money,, or some film is she has a camera already,, or a extra memory card if she has a digital camera.

Get her something that she can use on her vacation.  Maybe something she can wear, or one of those outlet converters so she will still be able to charge her cell phone, mp3 player, etc, and use a hair dryer, straightener, etc.
