I need help on my eyes ?

The bottom of my eyes sagg some and make me look like im sleepy ?(lol)(but the truth) what can i do or buy to make it go away ? (im a guy )

is the skin that is sagging like black? if you are, you either are tired *** f***, dont sleep a lot, play computer too much, or smoke. LOL if its not one of those, then i dunno
