I need help thinking of a name of a movie; I believe from the 90's?

A man driving a car at night, passes a grey haired man on a bike 3 times on the same road. I believe it was a scary/suspense movie from '92-'94. I'm hoping someone recognizes this scene & remembers the name of the movie... It's been driving me insane.
