  1. You need to assemble the information that you have to put in the brochure. Write the copy, roughly draw out any illustrations – the how it works section could be a flow chart. Next you decide on the order or hierarchy of the articles (I suspect that what you have written in your question will turn out to be the best order).

Once you have assembled the copy and you know, roughly, how you will present any illustrations you can start making judgments of how it will fit on your page – you might decide that you need a title, you will definitely need to use the investment company’s logotype. The page will have to be divided up it will probably need to be divided into 3 columns (or more or less – although 1 column will be too wide for good readability). You will find that different typefaces will take up more space and some are more readable at smaller sizes than others – you need to choose no more than two typefaces (each typeface includes the regular bold and italic weights), one for headlines and one for body copy. Draw up your illustration and set your type according to the grid you have decided on and you will be on your way, you might find you need to edit copy or change your mind on the layout.

  2. The categories of content you have is a good start (however I'm not sure the category of 'customer complaints' fits in).  Whether you do it yourself or get some help you will need to work out a few more things before you start:

    1) The basics - size of the brochure; colour or black and white; number of pages

    2) The style - folded; double sided; the audience

    3) Your content - what you will use (photos, charts, text, diagrams, numbered lists, bullet points) to fill out under each of the categories.  What you include should be tailored to how the brochure will be used - i.e. you need to determine what 'type' of brochure design you want it to be (see the 5 types of brochure design at advertising.about.com below)

You could get a graphic designer to do it for you.  Best way to do this would be to run project at a website like http://brochure.designbay.com (but it will help to be clear on your requirements)
