I need help to sew...?

Question

I really want to sew some culottes for my little girl. I want to make them mid chin length or right under her knee length. I can not find any patterns anywhere to make them. I bought some fabric today... 1 yard of 4 different colors to see how many pairs I can make a piece. I want them to truly look like a skirt. I also bought some polyester elastic. My little girl is only 3 and can I don't know her measurements exactly but I can measure her. This is my first time to ever sew anything other than a blanket or pillow. Please HELP!!!!

Here's a pattern for girls culottes that comes in size 4-14.  Can't find one in a smaller size.  I've never bought from this website, so I can't comment on the quality of the patterns, though:
