Kind of strange wording for these questions, but I think a) is true, and c) might be true.  

I would say a) is true because organisms that reproduce sexually must first develop their s*x organs/structures.  Thinking in terms of people, a three year old girl can not become pregnant because she must first mature sexually.  So sexual development is part of the human life cycle.

b) is not true, because typically, bacterial growth is considered in terms of populations, not individuals.  So an increase in numbers would represent bacterial growth.

c) is phrased a bit ambiguously.  I would say yes, because there are probably subtle differences in temporal patterns, etc. from species to species.

d) is false.  Cells differentiate.  This process is critical to development of multicellular, complex organisms.
