no it is not allowed, i tried that in a tourney one time and the opponent called over the TD LOL! simply think of this analogy: if u are in a war and the other side is attacking you, r u going to tell the enemy," wait let me finish building my castle!' no right? u gotta wait till the spaces between the king and rook are free of attack of the king is not in attack.
