I need help with designing a web page.

What I exactly want to do is this. I work in an institution and it gets really crowded in registration days. I want to put a page on the web site in which people can enter their name, ID number and a contact number so they would be able to register online. That’s all the data the institution needs to register people therefore, we are using Microsoft Excel to store our data. Now we need to insert the fields we are using such as the first name and last name in an HTML page. The page should save the information people enter in the text fields to the file and it should have the limitation of 300 people per file. Since our data base I very small we are using Excel but we can change to Access too if its necessary, but SQL or Oracle are not suitable for us. Could you tell me how to do this? Or give a link to a site or web page where I can find my answer?

The best part is that you can create business applications that allows you to do the above. You should be able to design something like that with it within 2 hours. Also, MS is giving a free domain name for the 1st year. If you get stuck, you can ask for help in the office live community.
