I need help with filing a complaint against my landlord...?

I live in the city of Claremont, CA in Los Angeles County. My city has no programs set up for situations like this but the landlord/maintenence man have caused my roommate's car to get towed, we have went without water and/or hot water on a couple of ocassions, and the microwave and garbage disposal have been broken since February. What do I do?

Talk with the management company or the owner of the property.

They just don't tow cars for no reason.

File a complaint with WHO?    No one cares that you broke your disposal.

The city would not approve towing a car illegally, no one can cause this to happen other then the person who parked the car.
