how can a voter counteract some of the negative effects of attack ads in making their election decisions

I would suggest watching the political videos on youtube, instead of television. then you will not be bombarded by attack commercials, or watch tv from your tivo, so you can fast forward past the commercials and only listen to debates and speeches from the candidates directly.

But it is difficult because all candidates spend millions on ads to spread their message, and often attacks on the other party.

And even when you watch cnn, or msnbc or whatever you will get reporters and other people to distort the comments of the politicians
