I need help with my outboard!!!?

So, I stored my 2000 Evinrude 9.9 engine in the basement last year and I brought it out today to get ready for the season. When I pull on the starter to turn it over, it pulls real hard and jerky. I can't get it to pull all the way through at all, and of courrse, it won't run this way. It's not in gear, but could it be something in that department? Maybe not completely in neutral. I switched out the plugs and replaced the lower unit grease a day ago. If I cranked the plugs in too tight, might that be the issue? Any suggestions would be extremely helpful.

  1. It may be dry cylinder walls. Before I start my outboards, I remove the spark plugs and spray WD-40 into the cylinder . This prelubes the cylider walls before starting.


  2. If you remove the plugs can you turn it then?

    have you replaced the right plugs. http://www.nology.com/torque.html

    Grease in the lower unit? I dont know 2000 rudes but....
