Section 1. The following are citizens of the Philippines:

[1] Those who are citizens of the Philippines at the time of the adoption of this Constitution

this constitution i think was adopted on 1987.

my father and mother were born in 1960-something

  1. Yes they are. If they changed their nationality before the 1987 constitution, they would most likely not be Filipinos.

  2. Were your parents born in the Philippines? And borne to Filipino parents? If yes, then they are without a doubt Filipinos (unless they have changed their citizenship along the way). Now, if your parents' situation is more complicated than that, then i guess its better to consult a lawyer.

  3. You have to give us more details. There are three other instances under Article IV of the 1987 Constitution. The first one (the one you've written) refers only to Filipino Citizens at the time the constitution (1987) was adopted, which was on February 2, 1987. So, if they were Filipino Citizens before February 2, then they are Natural-born citizens.

There other three are (2) Those whose father and mother were Filipino Citizens of the Philippines; (3) Those born before Jan 17, 1973, of Filipino mothers, who elect Philippine citizenship upon reaching the age of majority; and (4) those naturalized in accordance with law.

Also, I want to reiterate that there are natural-born and naturalized citizens classified here in the Philippines as Filipinos. Being natural-born had its benefits, but its too long to say it here.

  4. Yes if they were filipino citizens 1987. You have to ask about that? Wouldnt it be easier to ask your parents

  5. Here is a link to that article in the Constitution.

    http://www.gov.ph/aboutphil/a4.asp

Your parents being born in a date prior to its adoption does not seem to have any relevance to the said article.

  6. They are filipinos.

You probably miss another section that says something that..

Those born from filipino parents ,born in the  Philippines are filipino citizen.

    Unless they change their citizenship.

Are you sure its 1987? or 18 something..?

  7. of course!

  8. Yes it is 1987, amended by the committee headed by the late president Carlos P. Garcia

And it true that your parents were Filipinos because they were born in 1960-something, unless they were not born in the Philippines...
