If it is a small town - all the important locations from her high school years / places where embarrassing events happened / etc.

Otherwise maybe a theme of "everything a woman needs for a successful marriage" - use your imagination.  This could include:

-  lingerie

-  matches to keep the fire burning

-  ear plugs when the snoring or the nagging becomes too much

-  pegs or other random "homemaker" tools

-  white surrender flags to help end arguments

-  calendar to keep track of important moments

-  an empty recipe book

With the recipe book you can get the grooms mother to start it off with a few from his childhood.  I did this for a kitchen tea - everyone brought along a favourite recipe to start the book off.

You can get creative with this along the way and come up with some naughty ones or some practical ones.
