I need ideas for my lil sisters sweet 16 party...?

her theme is like, i dunno what to call it, were gonna have a red carpet and black and silver balloons and black silver and pink decorations.... but i need ideas for decorations and for games 16 yr old girls will like

Well It sounds like a Hollywood theme.  I would do something along these lines:

Just get a lot of stars (black and silver) at party city/factory and paste those onto the walls and on the floor.  Cook plenty of popcorn and place in popcorn bags...to stick with color scheme you could do pink bags...and cutout all of the red things and just stick with pink.  You could place black and pink streamers at the entrance to mimic the rope surrounding the carpet.   Print out a bunch of the last 2 links (take one/film) and paste those all over the walls.  Also do a wall that looks like the hollywood hill:
