I need ideas on what the bad guy should do?

I'm writing a comic book but i need ideas for what the bad guy should do. The bad guy is a girl and her name is Blizzard and her powers are things with cold. For example, she can freeze things.

okay, so one thing that u can do is that u can have her freeze important government officials. and in an attempt to stop her the good guy's gf/bf is frozen and the hero must save the day before it's too late!

another thing that you can do is you can tweek the story a bit and have her freeze time to do things like rob banks and stuff and the good guy must find a way to stop her before "time runs out" haha!
