  1. Find an independent agent who works with specialty risk insurance. If you want to sound like you know what you are talking about ask for the agent in the office who handles "surplus lines". This may take several phone calls because not every agency is going to want to or be qualified to deal with this type of risk. And as noted above it is not going to be cheap.

  2. Call your car insurance company. An insurance company is just that - an insurance company. So, start with the agency that you have insurance car or home insurance with.

  3. OK, well, for LIABILITY ONLY, it's going to be expensive, you probably know that.   You'll have to contact a larger, independent insurance agency, and have them market it out.  Most likely you'll end up with a non admitted carrier.  I'd guess that for the jet skis, if you rent to adults only, it's going to run you $2500 per ski.  The scooters should be cheaper, maybe $1,000 per scooter.  But it will be based on gross sales, and auditable, subject to a minimum premium, no doubt.

It shouldn't be hard for an independent agent to place this, with just a small amount of research.  My hesitation would be, are you going to pay the premium, or will the quote not get purchased because you want something for $100.
