  1. Do an internet search for custom blend foundation and see if you can find someone or a salon who can customize a foundation for you.  You can get the exact color match for your skin, personalized texture, spf, moisture, etc. and it not any more expensive than department store brands.

  2. buy a custom powder[:

  3. Try brands like Chanel , MAC , Dior , Clarins , Make up Forever , Trish McVoy, Estee Lauder, Lorac

  4. MAC has great foundation.

Make sure you use a primer(optional), moisturizer, liquid foundation, then loose powder. In that order. (You may use liquid or loose powder, it's up to you. But setting liquid foundation with powder gives you a nice finish)

Get the lightest shade of liquid foundation and loose powder and you'll be fine!
