add the link to the signature of your e-mail. add the promote code to other web sites you may own related to topic, or join a free web host if you don't have a site. add the link to craigs list. put up flyers within your county.

The first answer has good suggestions.  There are Yahoo groups designed specifically for owners to promote their groups. Here is a link to one that is very good and has over 6000 members.
