I need some help as soon as possible please?

my daughter throws terrible tantrums and today she threw a large plasic toy at my other daughters head, and i was shocked. she screams bloody murder for an hour straight even though shes not the one hurt. i dont use any violence whatsoever cause i believe its wrong. she doesnt respond to sending her to her room. any ideas?

1st offense- loss of privileges

2nd offense- sit in the corner

3rd offense- sit in the dark room in the house

Past that introduce the kid to your foot and leave an impression.
