I need some help here. Need someone with experience in auto lighting?

Need someone who can custom build me hid projector headlights because I am unable to find them on line or at any stores or in any catalogs. I know many of you will ask "why?". The answer is "because I want to". My car is a 94 Buick century 3.1 v6. Either I want somebody to build me these lights with the old lights I have in my garage, build new ones with old housing and new front or I will buy a set of projectors off a BMW from eBay and retrofit them myself. I am told by many that if I have projectors and I am not glaring people, I won't have trouble from the 5-0. I hate cops and any way to avoid them would be great.

I dont know where but I have put "off road only" lights on my truck (REALLY bright) and put them on a toggle switch. I also angled them down so that it did not blind other drivers. Cops cant pull you over unless the lights blind them, so just angle the headlights right if you do retrofit them.
