The Tuskeegee Study. Back around the 30s, before modern antibiotics were available, there was this study of black men with syphilis. The goal of the study was to see if no treatment was better than the awful treatments available. But once antibiotics were available, the study continued without providing any, because they wanted to see the long term effects of syphilis (including death).
