I need to buy a video camera! what kind of camera should i buy??? 10 points?

need something that is clear!!! that has zoom and possible special effects just tell me if you have any ideas of what camera i should buy.

also it has to be at MOST $200

Check out the panosonic line of cameras they are great quility and cheap.  I bought a nice one at costco cheap.
