I need to call the police but my phone is dead, all I have is the internet. Is there a way?

If you also had a VoIP service that supports E911, then you can.

But,  in this case, you probably want your Internet service to be wireless or cable (vs. DSL), so if phone line is down you can use the other other service for emergency call.

It is now mandated in USA that all "home phone replacement" VoIP services provide 911 or E911 emergency calling capabilities.

But, if your house has a total power failure, be sure your VoIP equipment is backed-up with a UPS.  Otherwise, yes, run over to your neighbours house and use their phone.
