  1. Its better and cheaper to set up a virtual office in another country.  Do a search under virtual office.  You should be able to set one up for you for about 25 dollars a month.  They take phone calls and receive your mail for you, then scan the mail and email to you.  That legally establishes residence in the foreign country and provides you the bill you need as proof.  You then use that address to set up a foreign bank account, and the virtual office with email you statements.  You should be able to do transactions in the foreign bank online.  You could then wire the money to the casino or whatever.

    And by the way, the last time I checked, the virgin islands are part of the US.  Also, with the US dollar the way it is, cheap is not safe.  But at least they speak English in the UK and Grand Caymans, and have safe banks.
