I need to find a lawyer that handles cases that involve past due claims.?

The claim is for 14 year old who has never collected.the social security office told of his eligability then said they didnt want to pay.But instead of denying asked for her to withdraw her app. or face consequences of not complying,such as a cut in her disability benefits.What kind of lawyer do I hire.
