Please understand that Canada is a very big country with over 32 million citizens. Granted, the surname Zergane is not all that common, that does not mean it should be necessarily easy to find him. It is possible that he has an unlisted phone number, or the phone number of his home is registered to someone else or even that he has since moved out of Canada and is now living somewhere else.

Canada 411 would be your only option as far as I can see.

Yes the www.canada411.com site is a very good place to start.  Another option is to place an ad in a national newspaper or in a local newspaper in a city where you think he might be and if anyone who knows him sees they ad they may tell him you are looking for him  I know people who have found long lost relatives using this method.  Best of luck with your search.
