I need to find a way to keep birds away from our house.?

My nieghbor has a hole in his roof he refuses to fix and there are at LEAST 6-10 birds living in there along with an occasional squirrel. I need these birds to stay away from my house as they are attacking my cat. I used to feed him on the porch and now I can't because the birds are thinking it is thier food and I am sick of it. My cat can't even sit on the porch without being bombarded by 2-3 birds. They are squaking like this is thier property. I want to keep them away!! Please help!!

Call the city you live in and report your neighbor.  He has to have his house up to code.  Holes in the roof and/or eaves are violations.
