I need to find software that . . .?

Question

I need to find a free digital art/ image editing program that supports abr brushes and allows the brushes to be edited (rotated, resized, hardness ect.) It must also support layers, filter and palletes.

If I were you I would download Adobe Photoshop CS3 through Limewire or a torrent, such as utorrent as another person said(i use utorrent to), and then you have the absolute best image editing program for free. But it is pirating,so if you dont want to steal I dont know what to tell you, but im just saying, ther wise its a $800 program.
