Sedation should be done by a vet only. If the cats needs her teeth cleaned take her to the vet, do not sedate her yourself.

Make her answer boring questions about religion and spirituality.  That should put her out for awhile.

You should take your cat to the vet for dental care that's more intense than regular kitty brushing.

Strangely enough, I can answer this:  Valium.

It works on cats well, and is often prescribed when they have to fly in the cargo hold of airplanes to reduce stress and dope them up for the flight.
