  1. Passports are only needed for AIR travel to Mexico at this time.  See site below and read carefuly.  If the baby's other parent will not be with you, you must have a letter of permission from that parent, signed and notarized..it is Mexican law.  See second site and read section on MINORS under Entry Requirements.  You may or may not be asked for it at the border coming or going.
