I need to know ALL about web page creating! Please help me out.?

Ok first i need to create some sort of design for my website. Like is there a good program out there that i can create pictures or banners and such?

And after that is there a way to add e commerce to it?. like master card payments and such?.

Lastly if you notice on ebay they have a product adder is there a way to create some sort of html code so i can quickly add products.
