I am answering you with the presumption that you, an American citizen, legally married this woman and had 2 children thereafter. If you reported their births to the US Embassy in Manila, then they would be eligible to apply for US passports. Now as to your wife, that is another story. You have to petition her first. Only American citizens may have American passports.  If you are talking about getting them visas to visit the U.S., they need to apply through the American Embassy in the Philippines.
