you might need more memory in your computer, this normally helps with things like that

That depends how you want to do that. If you have a video and can import it to Windows Movie Maker that all you have to do is select the clip, drag it to the Timeline (or storyboard - doesn't matter, they're in the same place but just 2 different ways of looking at the same thing) and right click on the clip in the timeline. Then go to "effects" and choose "Speed Up, Double" and you just repeat that process a few times (I guess 2-3 times).

On almost all video editors (like WMM) they have an effect where you can double the speed of the clip. The audio will automatically double with it. :)

You gotta use a program that has time stretch, that will either speed or slow down to your desire! For example Sony Vegas !
