It depends. How much are you talking about and is it for personal use or do you intend to sell it.

If you intened to sell it then you most definately need to have a business.

Either way there is most likely going to be customs and/or import tax on it that you would have to pay.

Ask in the business or legal sections. I am certain they can advise you better.

It depends on the amount of tea you are having imported, I think. You should ask this in the legal section.
