It's not Victoria, it's the bronze goddess Victory, modeled after Alma de Bretteville Spreckels, known for her enormous influence in the San Francisco art community.

It's been in the square since 1903.

The statue was erected to commemorate Admiral Dewey's victory over Spain's Navy at Manila Bay in 1898.  The Trident in Victory's left hand is a traditional sign of nautical victory the wreath in the right hand is a mourning wreath added to mark the assassination of president McKinley in 1901.
