Being different is normal.  There are way too many people on the planet for us all to have the exact same tastes and interests, not to mention that would be boring.  So, some people have fetishes.  The most common fetish is the foot fetish.  So while the majority of people don't have one (hence it being a fetish), it is perfectly normal.  And the tickling one sometimes goes along with the foot one, I guess, so that's normal also.
