the only thing you need to run an amp is an amplifier. I believe the L7 is 1000 watts RMS so you need to get a 1000 watt amp and hook the subwoofer to that. the radio will provide a music signal to the amp through the RCA's but its not directly powering the subwoofers. speakers recieve power they dont give it, so they have nothing to do with powering a subwoofer.
