That simply is not enough information.

I can tell you that the frame was made in either 1978, 1988, 1998, or 2008 but thats all unless I see a picture of the driveside (side with the chain) of the bike.

Frame numbers tell almost nothing about what kind of bike it is or where it was made. Post the picture and I'll edit my answer.
