I need to raise a level of a screed and have to put marine ply down with vinal sheeting ontop. moisture?

I have a contract in a hospital where i have been asked to raise the screed level with marine ply so pipes can go under. As it is a hospital there will be water when washing. I have been asked to put vinal sheeting ontop of Marine ply. Will the moisture or hot air under ply cause it to swell and lift?

Hi, I've just fitted ply to a floor in a busy public toilets before tiling, its the best option. A chap at B and Q agreed when I inquired last week.
