I need to travel overseas. I need to get a cel phone that will work with cards in every country, suggestions?

A triband phone will work in most areas.  I have a movistar sim card and it worked so far for me everywhere in Europe, USA, all Latinamerica (except Ecuador for some reason that I dont know), but did not work in north Africa (Libia).  So it depends.  If it is Argentina and Europe, movistar will do.

You need to buy an unblocked cell phone, at least triband. You can find several offers on Ebay. I have bought myself a couple for travel to Argentina and had no problem going to any Telecom Personal or Movicom store and buying a SIM card there. You can choose purchasing either a monthly plan or just a $10-$20 phone card  (I have no idea what are the current prices) to use as long as you need, and just buy another one once it's finished!

Make sure it uses a sim card as well, as almost every country uses sim cards besides outside the US.
