the first sentence sounds like a person who has a plan that will make a change instantly and influence others significantly.

the second sentence sounds confusing but i think it means a person who always has a reason for doing something in other people/their own lives.

is this like an essay for a college or job? cuz that looks very familiar?

a person who always has a program of action is a person who is always thinking of a solution and working on the situation.

A person who always has an excuse is someone who is always making up excuses as to why something wasnt done, can't be done, or won't be done.

i can explain it in this way even I feel so stupid sometimes:

    we can find a different types of men, one who has program of working something, do this himself for he loves work... he fill his time & free time by doing something good since he loves to work and do something good.... while there are someones how did no work at all.... they are very lazy or they do work but they did it badly for they did not really love to work... "a bad worker squirrels with his tools " or blaming the time.............

there's one person who actually cares about their life and society in general, and does what is necessary to succeed and be productive, than there is the other who rely on the first person, because they are lazy, and need to be taken care of.
